Shaping a parallel urban-and-industrial development strategy, building on urban development experience in Bac Giang.

FDI promotion and expansion
Stepping up attraction of Korean, Chinese and Japanese investors; studying a data-center-oriented industrial park in Can Tho.
2026
Launching the industrial cluster portfolio
Implementing Xuân Chính IC (Ninh Binh), Việt Bắc IC (Hung Yen) and Gio Linh IC (Quang Tri); confirming power supply and zoning plans.

Bringing the first cluster into operation
